USMCA Uniform Regulations Released

On June 3, 2020, the Mexican government released a copy of the USMCA Uniform Rule of Origin Regulations and a copy of the Uniform Regulations for Origin Procedures. The United States and Canada have not yet released a copy of the regulations on their websites.

The text released is still subject to legal review in Spanish, English and French for accuracy and consistency. The USMCA Uniform Rule of Origin Regulations have many parallels to the current NAFTA Uniform Origin Regulations found in 19 CFR 181, Appendix, but there are differences. The Uniform Origin Procedure Regulations provide additional details regarding:

  1. Claims for preferential tariff treatment

  1. Origin verifications, including textile and apparel products

  1. USMCA certifications of origin

  1. Recordkeeping requirements

  1. Advance rulings
